ExCEL3 has conducted studies along the line of the Project Themes on timely and crucial topics of the Third Sector to enhance the capacity of NGOs. ExCEL3 is convinced that the studies embodied in this plan will make a significant and measurable contribution to the development of the Third-sector in Hong Kong in the years ahead.
