Background and Objectives

The number of Ethnic Minorities (EM) students under 15 years old enrolled in Hong Kong public schools rose significantly by 25.6% from 11,204 in 2001 to 14,076 in 2011.  They constitute 1.94% of the student population in Hong Kong public education and come from a variety of ethnic backgrounds such as Indian, Indonesian, Nepalese, Pakistani, Filipino, and Thai (School Education Statistic Section, Education Bureau, 2012).  The lack of social inclusion for EM undermines the cohesion and vitality of Hong Kong society.  No matter how small the number of EM may be, they are entitled to have equal access to services and participation in Hong Kong society.  This pilot 36-month School-Based Support domain will start with 2 primary schools and 2 secondary schools.
