Focus group interviews based on different ethnic groupings and occupational categories will be conducted to identify their difficulties.  Discussions will also be carried out with key policy actors to:

• identity relevant actors, provides a relatively comprehensive picture of the state of affairs, gauges the extent of the problem
• identify room for policy action and engagement
• identify measures that have already been implemented and evaluate their effectiveness
• locates service gaps in the community
• identify leverage points for policy action
