To thoroughly understand the needs and difficulties of ethnic minorities and to be able to identify effective means to help the group, a comprehensive diagnostic assessment is crucial.  The Project will conduct diagnostic studies / analyses on social inclusion of the ethnic minority groups.  This study will not only help map the current situation and assess needs, but more importantly identify possible leverage points for policy action.
