Gary S. Becker Professor Peter Hills (姚思教授)
Director of The Kadoorie Institute, The University of Hong Kong

Professor Peter Hills is the Director of the Kadoorie Institute at The University of Hong Kong. He was formerly Director of the University's Centre of Urban Planning and Environmental Management from 1992 to 2008.

Professor Hills has been actively involved in teaching and research in the area of environmental policy for more than 30 years. His research work has focused on energy and the environment, sustainable development, environmental policy making in Hong Kong, and, more recently, on climate change impacts. He has acted as a consultant to various international agencies including the Asian Development Bank, the United Nations Development Programme and the European Union. He has also served on a number of advisory and statutory bodies in Hong Kong, including the Advisory Council on the Environment, the Energy Advisory Committee and the Town Planning Board.

Dr Sarah Liao was Secretary for the Environment, Transport and Works of the Hong Kong SAR Government from 2002 to 2007 with a portfolio covering environmental protection, transport services and safety management, road and rail infrastructure, water supply, slope safety and flood prevention, electrical and mechanical and architectural services, and a public works programme averaging HK$27b per year.

Dr Liao adopted sustainable development strategies in her policies and encouraged public engagement to build strong community awareness and personal stewardship. New technologies were explored wherever possible such as water recycling, co-generation and desalination.

Prior to 2002, Dr Liao was in the consultancy business in HK, PRC and Taiwan. She was the senior environmental advisor to Beijing's Olympic Bidding and Organizing Committees from 1999–2008.

Dr Liao has been active in public service in areas of health and safety, consumer protection, innovation technology, among others. She has also been active in professional bodies and NGOs since the 1970's. She was named a Justice of the Peace in 1994, and awarded an MBE of the British Empire (MBE) in 1997 and the Gold Bauhinia Star (GBS) in 2007.

Currently, Dr Liao is a member of the China Council for International Cooperation on Environment and Development (CCICED), an Environmental Advisor to the Shanghai Municipal Government on EXPO 2010, Senior Advisor to the Vice Chancellor of HKU on Environmental and Sustainability Matters, and a non-executive director on the board of Westport Innovations Inc, and a trustee of Environmental Defense Fund (EDF).

Co-founder and Chief Executive Officer, Civic Exchange

Christine Loh is the co-founder and Chief Executive Officer of the independent, non-profit public policy think tank, Civic Exchange. Loh had a 14-year career in the private commercial sector, where she was engaged in commodities trading and strategic planning, before having a highly successful career in politics for nearly a decade.

Loh is an Adjunct Professor in the Division of Environment at the Hong Kong University of Science and Technology. She is also a Board Member of the Hong Kong Mercantile Exchange, Senior Policy Adviser to the C40 Large Cities Climate Leadership Group (London), Board Member of the Ta"llberg Foundation (Sweden), Board Member of the East West Institute (USA), and Board Member of Community Business (Hong Kong).

Loh has been widely recognised for her achievements, including being given the Peter Bryce award for outstanding civic work in 2004, named 'Woman of the Year' by Hong Kong Business for 2006, and received an OBE in 2007. She was recognised as one of the 'Heroes of the Environment' by TIME in October 2007, named a Justice of the Peace by the Hong Kong Administrative Region Government in 2009, named 'Woman Who Makes A Difference' in 2009 by RBS Coutts/Financial Times' Women in Asia Awards, and received the title and rank of Chevalier de l'Ordre National du Merite in 2010 from France.
