The Qing-dynasty office purchase system (juanna), which allowed individuals to pay for appointments in the government, was regarded in traditional Chinese historiography as an inherently corrupt and anti-meritocratic practice. It enabled participants to become civil and military officials while avoiding the competitive government-run examination systems. This talk presents research that challenges this widely held assessment and investigates how observers and critics of the system, past and present, have informed this questionable negative view.

This special political tactic originated from the Soviet Union, yet received remarkable adaptation and localization in China. It exists in various forms such as “supervision team,” “inspection group,” and “propaganda team”, etc. Despite its significance, work teams—a political instrument between formal and informal institutions—have long been understudied.

Dr. Shih pointed out in the seminar that economic crises do not necessarily lead to the collapse of authoritarian regimes. During economic crises, authoritarian regimes have three potential options: to maintain the status quo, to change the regime, or to reorganize the ruling coalition. Dr. Shih argued that authoritarian rulers are more inclined to respond to the crises through a deft deployment of coercion and propaganda rather than democratization.

In the lecture, Mr. Xie explained the connotations of President Xi Jinping’s recent comments on the “unprecedented great changes in the past century” and, from there, discussed “ways of examining the current world trend”. He argued that the world today is in a period of “great development, great change and great adjustment”. Despite growing instability and uncertainties, peace and development are still the themes of our time. A peacefully rising China shall play an increasingly important role in international affairs, and thus it is inevitable for China to face growing and fierce competition with other countries.

The Research Hub on Institutions of China was formally established on February 20, 2019. Mrs. Carrie Lam Cheng Yuet-Ngor, Chief Executive of the Hong Kong Special Administrative Region, attended the opening ceremony of the research centre and delivered the inaugural address.
Following the ceremony, an academic forum entitled “China in a Global Perspective: A Dialogue” was held. Professor Timothy Colton and Professor Grzegorz Ekiert from Harvard University, and Professor Yuan Ming from Peking University delivered keynote speeches at the forum. The keynote speakers discussed issues related to China-U.S. relationship, relationship between China and the European Union as well as China-Russian Relationship.
